Implement support for GRUB with legacy BIOS

Description

Acceptance criteria:

  • Use the same mechanism as for GRUB/UEFI, but store data in /boot/grub instead of /EFI/BOOT

  • Make sure changes to Yocto's grub-efi recipe are used in the regular grub recipe as well
