Make mender-convert install mender-flash

Description

Acceptance criteria:

  • Mender-convert must install mender-flash as part of a normal conversion.

  • No need to make this optional. If people are converting, then they are already invested in rootfs-image updates.

mender-flash deb package won’t be published into experimental until we merge the mender-dist-pacakges' feature branch into master. So this task is blocked for the time being.
