Implement polkit file which lets only root processes access the Mender Client Authentication API

Description

Acceptance criteria:

  • Polkit file is created which lets root processes access Mender Client Authentication DBus API

  • Non-root processes must be rejected

  • There is a Makefile target to install the polkit file.

Oops, I was wrong, we do need one, but it will be quite minimal.

Well, that was easy, turns out the default policy does exactly what we want, we don't need a polkit file.
