[deviceconfig/workflows] new end-point to deploy the configuration to the device

Description

Implement a new end-point which deploys the configuration to a device.

  1. The end-point retrieves the current configuration and calls a workflow (deploy_configuration)

  2. The deploy_configuration workflows creates a new deployment calling the deployments service with the aforementioned configuration document
