[workflows/create-artifact-worker/deviceconnect] Reconnection to nats doesn't work

Description

If we stop nats, workflows, create-artifact-worker and deviceconnect do not reconnect to it once it's available. Restarting the services fixes it.

Acceptance criteria:

  • Add reconnection logic to the services to make them resilient to nats restarts
