Feature request: Allow state scripts for the Cleanup state

Description

At the moment we don't provide a possibility to add state scripts to the cleanup state.

The use case is tracking the number of failed updates on the client side regardless of when it happens.
Currently if the device is reboots during download it that can't be extended by a state script.

FYI, I think this makes sense, at least just for consistency..
Though, there's the problem with client capacity and it's probably not a high priority, more of a "cleanup"
