[deployments] get a list of distinct update types (for "contains artifact type")

Description

In the new UX design there is a filter called “Contains Artifact type”. And a statement:

Acceptance criteria:

  • a new endpoint to get the update types in a form of distinct list

  • acceptance tests

  • keep the list in object (set) in MongoDB and update it when user is uploading artifact;

  • do not update the set when user is removing artifacts

lets keep the list as a set in mongo db and update it only when users are uploading artifacts (and NOT update when users are removing artifacts);
