[deployments-enterprise] release filtering and RBAC for releases are not working as expected

Description

Method for listing releases is using $all operator when applying tags filter.
When applying RBAC in this method we reuse this filter.
This makes RBAC for releases working in a way that only releases with all the tags specified in the role are visible.

It’s the same with filtering releases.

The expected behavior of both RBAC and filtering, would be that all the releases with any of the tags are visible.
