Make a debian package for mender-flash

Description

Acceptance criteria:

  • A mender-flash package is built and published in mender-dist-packages.

  • Doesn't have to be any particular version, the latest, preferably.

  • Add it to the tests.

  • Make sure cross-compiling also works (the tests should catch it, but double check).

  • Work is submitted on feature-c++-client branch.
